Fortis General Contracting partnered with the City of Woodland Park to enhance safety and security at their active City Hall campus. What began as a traditional public-facing office entry was transformed into a controlled, modernized security zone designed to protect staff, elected officials, and visitors without interrupting daily operations.

Our team completed the work during evening and after-hours shifts, ensuring City Hall remained fully functional throughout the project. We started by reconfiguring the existing vestibule, installing a new partition wall fitted with UL 752 Level 3 ballistic-rated glazing to improve security at the main point of public interaction. To further strengthen the entry, we lined the surrounding walls with ½-inch Kevlar® panels—an added layer of protection designed to prevent penetration during a potential criminal incident.

New double doors equipped with electronic locking hardware and badge-controlled access created a more intentional flow into the building, offering secure entry while maintaining proper monitoring and credential management. Beyond the front vestibule, we reworked select doors and egress routes to elevate overall security while remaining fully compliant with life-safety and ADA requirements.

At the request of city leadership, we also integrated discreet ballistic-resistant panels into the council chambers. These enhancements increase protection for council members during public meetings while preserving the layout and accessibility of the space.

Throughout construction, our team coordinated closely with the authority having jurisdiction to ensure all improvements aligned with code requirements and municipal protocols. The finished work blends seamlessly into the existing architecture, adding critical security without altering the building’s character.

This project reflects our ability to deliver highly specialized, mission-driven work on an active municipal site. The result is a safer, more controlled environment—built to protect the people who serve the community every day.
